I'm mostly confident in agreeing that Tosh has a better kit than Renji, but if you take into account that assuming you can pick from every unit, to someone who already has Nemu, Renji is going to be more useful to them, because Tosh is just a downgrade from Nemu, while Renji has his own Niche, being a different killer. It's really hard to make a good list by just doing broad tiers. I think it shows the relative placements of everyone pretty much spot on, though personally I'd make a few adjustments, there's never going to be a perfect list for this game.īut in general, I think that's some of the problem.
